Per-user, per-action only — we do not warm corpora or page through results.
Per-council rate limit: 60 requests per hour, identifiable User-Agent on every request.
Raw HTML purged within 24 hours; we retain only the structured fields a buyer paid to receive.
We respect robots.txt on public registers; council planning portals are additionally rate-limited per the per-council budget.
We use a datacenter proxy by default; residential proxies are last-resort and logged with a justification per fetch.
